  17. <p>    Five years ago, when Manuel Buendia, Mexico's most influential
  18. political columnist, was gunned down, Jose Antonio Zorrilla Perez
  19. was on the scene within minutes. As head of the Federal Security
  20. Directorate (DFS), Zorrilla was Mexico's top cop, but his quick
  21. arrival seemed suspicious, since his agency did not have
  22. jurisdiction in the case. That did not stop DFS operatives from
  23. raiding Buendia's office anyway.
  24. </p>
  25. <p>    It was rumored that Buendia was killed because he was writing
  26. another story linking officials to corruption. Last week Mexican
  27. authorities named Zorrilla as the "presumed intellectual author"
  28. of the assassination.
  29. </p>
  30. <p>    Zorrilla, who quit as DFS chief in 1985, was arrested, and is
  31. expected to be charged with murder. Solving the crime would be a
  32. breakthrough for President Carlos Salinas de Gortari, who is
  33. refurbishing his image by going after people thought to be
  34. untouchable.
